We have to reduce spending by $3B to $5B accoss the board in the state. That will require a restructuring and reformation of state spending; establishiment of spending priorities and establishment of pay as you go rules for all programs for program life. In addition to spending issues is the unfunded public employee retirement system that needs to be brought current over the next 10 to 15 years further reducing available funding. Key priorities are education and public safety.
In this time of high debt, slow recovery and recession we should not be increasing taxes, nor decreasing them. We need to first reform and restructure spending. Once we have have identified how much government that we want and what we can afford we can look at the tax/financing of the government. That does not mean increasing taxes. It means putting a rationale scheme of taxation to support our spending and replace our patchwork quilt of opportunistically based taxes.
We need to address our spending issues.

The judical system needs to have the flexibility to determine if a minor accused of a violent crime should be prosecuted as an adult or a minor. Regarding decriminalization of small amounts of marijuana down to the level of say traffic violation, I think this has already been affected at a practical level in the field by the police.

I don't think that most of the short term government incentives to stimulate the economy work. We have seen that over the past sixty years and have seen it in particular over the last 2 years. Let not spend the unspent but allocated dollars and avoid further increasing our national debt. What stimulates the economy is an environment of certainy, good tax policy, taxes and spending in rough alignment, a Fed rate of 5% and an inflation rate below 2%.

Fed and State funding for alternative fuels should be limited to R&D and Protyping of new technologies not the long term subsidy of diseconomic solutions. The funding should be in the form of investment tax credits. Most other energy solutions have the option of self funding through market capitalization or profitability. However, I would entertain investment tax credits there also. I do support open space preservation and regulations to address the effects of climate change but not a carbon tax or cap and trade.
